Modificase el artículo 1° del Decreto 2717 de diciembre 26 de 1973 en los siguientes términos: "Artículo 1° Para los efectos señalados en el artículo 1° de la Ley 74 de 1958, solamente podrán considerarse como papeles destinados a la impresión de libros y revistas, los que tengan marcas de agua o filigrama, consistentes en líneas o rayas continuas, paralelas, separadas unas de otras a distancias de 4 a 6 centímetros y que sean clasificables en las posiciones 48.01.01.02, 48.01.02.01, 48.07.01.01 del Arancel de Aduanas".
