El Gobierno procederá a organizar y reglamentar la Sindicatura Central de Lazaretos, de manera que sus funciones correspondan al carácter de Tesorería General del ramo, que le da la ley, con el objeto de que dicha Oficina examine, fenezca en primera instancia e incorpore en sus cuentas las de los Síndicos Departamentales. También podrá disponerse, si se estima conveniente para el servicio, la incorporación en las cuentas de la misma Sindicatura Central de las de los Cajeros de los Leprosorios.
