Art. 1.° La Asamblea Lejislativa del Estado, en nombre del pueblo de Santander, deplora la muerte i honra la memoria del benemérito Gran Jeneral Tomas Cipriano de Mosquera . Reconoce los constantes i patrióticos servicios que prestó a la República, desde la revolución de independencia hasta su muerte, i lo distingue como uno de los más esclarecidos fundadores de la Libertad.
