Respecto al funcionamiento de la Dirección Nacional de Bellas Artes, esta Ley empezará a regir desde que cesen las dificultades actuales del Tesoro Público. Cumplida esta condición, el Gobierno estará obligado a proponer en el proyecto de presupuestos la apropiación de las partidas correspondientes.

Parágrafo

Mientras no funcione la Dirección Nacional de Bellas Artes, las funciones de estas que no requieren erogaciones del Tesoro, serán ejercidas por el Ministerio de Instrucción Pública.
