Art 404. El Jefe del Resguardo lo es del puerto, i ejerce i se le confiere la autoridad bastante para el cumplimiento de todas las disposiciones de policía marítima, procediendo breve i sumariamente. De la misma manera impone las multas o penas señaladas a las infracciones que se cometan, i las lleva a efecto ejecutivamente, consignando su producto en la Administracion principal de Hacienda nacional

del respectivo Estado.
