La intervención administrativa tiene por objeto que la contraloría territorial intervenida alcance condiciones que permitan el desarrollo adecuado del ejercicio de sus competencias de la vigilancia y el control fiscal, y las administrativas; o, en su defecto, recomendar lo que considere pertinente a los órganos competentes.
