A partir de la vigencia del presente Acto legislativo, y hasta que puedan realizarse las elecciones correspondientes para Asambleas y Cabildos, funcionarán en cada uno de los Departamentos y Municipios Consejos exclusivamente administrativos, que ejercerán, respectivamente, las funciones atribuidas por la Constitución y las leyes a las Asambleas Departamentales y a los Concejos Municipales.
