Con el fin de facilitar los individuos que quieran emprender esta clase de negocios su establecimiento en dichos ingresos o retirados y de escasos recursos, el Gobierno, por medio de las autoridades de la colonia, suministrará a cada colono un auxilio en dinero de $ 20 oro, que será adjudicado a juicio del Administrador de la Colonia, de los fondos que para tal efecto le suministre el gobierno.
