Créase, adscrito al Ministerio de Relaciones Exteriores, el Consejo para las Migraciones Laborales, como organismo asesor de los Ministerios de Relaciones Exteriores y de Trabajo y Seguridad Social, y del Departamento Administrativo de Seguridad (DAS) integrado por; el Jefe de la División de Visas e Inmigración del Ministerio de Relaciones Exteriores o su delegado, quien la presidirá; el Director General del Servicio Nacional de Empleo del Ministerio de Trabajo y Seguridad Social o su delegado, y el Jefe de la División de Extranjería del. Departamento Administrativo de Seguridad (DAS), o su delegado.
