El Gobierno podrá hacer uso de la autorización que le concede el ordinal 9° del artículo 19 de la Ley 117 de 1913 , cuando la petición la hagan las Cámaras de Comercio y un número de Municipalidades que representen las nueve décimas partes por lo menos de la población del Departamento o Departamento en que ocurra la escasez de víveres.
