Con las excepciones establecidas en el artículo 1º del Decreto legislativo 2310 de 1974, solo la Empresa Colombiana de Petróleos tendrá derecho a ocuparse en la exploración y explotación de los hidrocarburos de propiedad nacional, ubicados en cualquier área del dominio continental o insular de la República, en su mar territorial o en su plataforma submarina.
