Toda disposición que modifique las plantas de personal o que autorice nuevos gastos en servicios personales deberá sujetarse al Decreto 1042 de 1978 e ir refrendada previo concepto de la Dirección General del Presupuesto, con la firma del Ministro de Hacienda y" Crédito Público, quien es abstendrá de hacerlo cuando con ello se produzca desequilibrio presupuestal.
