° La Oficina de Cambios, podrá autorizar licencias de cambio en cuantías que sobrepasen el tope establecido en el literal e) del artículo precedente, previa demostración de la insuficiencia de la suma correspondiente a dicho tope para atender los gastos razonables de viaje, sostenimiento, material de estudios o de tesis del solicitante.
