Las zonas francas podrán asociarse con otros establecimientos públicos o con personas jurídicas cuyo capital sea mixto o privado, con el fin de constituir empresas encargadas de prestar servicios a sus usuarios o desarrollar actividades que redunden en beneficio de los mismos.

Dichas empresas deberán funcionar únicamente dentro del área de las respectivas zonas francas.
