Destinase a la realización de las obras a que se refiere esta Ley el producto total de los derechos de puertos que se causen en los de Cartagena y Buenaventura. En consecuencia, tan luego sea sancionada la presente Ley, se ira depositando en un banco, elegido por el Gobierno, el producto de tales derechos, con las seguridades del caso.
