Artículo segundo . Los estudios y conceptos que efectúe o rinda el Instituto de Aprovechamiento de Aguas y Fomento Eléctrico, en cumplimiento de las funciones que se le señalan por el presente Decreto, serán presentados a la consideración del Ministro de Fomento para que éste adopte las decisiones a que haya lugar.
