Autorizase al Gobierno para erigir en la Ciénaga un monumento en el cual se destaquen las figuras de los Generales José Padilla y José María Carreño , vencedores el 10 de noviembre de 1820, y en cuyo pedestal queden inscritos los nombres de los Generales Francisco Carmona y Hermogenes Maza y de los Comandantes Carlos Hormechea y Jerónimo Carbono, así como de los demás Jefes que concurrieron a la victoria.
