Se declarará insubsistente todo nombramiento de Cónsul ad honórem cuando el titular permaneciere ausente del lugar donde debe ejercer las funciones por más de tres meses, o cuando por informe de la Legación respectiva o del Consulado General de que dependa se establezca que el titular no está domiciliado ni reside habitualmente en el lugar de sus funciones.
