º Antes del 10 de julio de cada año, con base en los recursos totales de que pueda disponer el Instituto, el Director General con previa autorización de la Junta Directiva, presentara al Gobierno el plan de obras y el presupuesto correspondiente de inversiones que deban ejecutarse durante el año inmediatamente siguiente, para su aprobación, sin la cual no podrá ejecutarse.
