Los gastos que demande el cumplimiento de esta Ley, serán incluidos en el Presupuesto de la próxima vigencia, y en las subsiguientes. El Gobierno queda autorizado para arbitrar los recursos necesarios que permitan su cumplimiento, celebrar las operaciones financieras que considere convenientes, y destinar fondos de recursos ordinarios y extraordinarios para hacerla efectiva desde su sanción.
