Las obras públicas de que trata la parte final del artículo anterior, se atenderán en el siguiente orden: acueducto, alcantarillado, relleno de la ciudad, especialmente de la zona incendiada, energía eléctrica hidráulica, edificio para escuela de niñas, una casa campesina con capacidad para 200 personas, ampliación del Hospital de San Antonio, matadero público, conclusión del Palacio Municipal, malecón Santander y un teatro municipal.
