Los maestros y profesores, escalafonados que ejerzan sus derechos y cumplan sus deberes de conformidad con las normas de este estatuto tendrán estabilidad en sus cargos y no podrán ser promovidos sino por los motivos expresamente señalados en él mediante los procedimientos legales establecidos.
