Si en cualquier momento de la vigencia fiscal de 1959 se comprobare un descenso de las rentas e ingresos, que afecte el equilibrio del Presupuesto, el Presidente de la República queda facultado para suspender, disminuir o eliminar toda clase de gastos públicos, adoptando para ellos las medidas que fueren necesarias.
