Las asambleas departamentales autorizarán el cupo de endeudamiento que estime conveniente, de acuerdo con la solicitud formulada por el gobernador y los planes y programas de desarrollo que éste presente. Dentro del cupo de endeudamiento señalado por la asamblea departamental, corresponde al gobernador del Departamento la celebración de los correspondientes contratos de empréstito.
