El Gobierno Nacional creará el Centro de Estudios Internacionales para el área del Pacífico y celebrará convenios y tratados internacionales para la organización y funcionamiento del mismo, cuya sede principal será el Distrito de Buenaventura.

Para ello, las autoridades distritales, actuarán en estrecha coordinación y asocio con el Ministerio de Relaciones Exteriores, el Ministerio de Educación Nacional, el Ministerio de Comercio, Industria y Turismo, instituciones de educación superior, asociaciones cívicas, gremiales y demás entidades públicas que se requieran.
