Cuando exista una causal de impedimento en un miembro de la Comisión de Personal o de la Comisión del Servicio Civil y no fuere manifestada por él, podrá ser recusado por el interesado en el asunto a decidir, caso en la cual allegará las pruebas que fundamentan sus afirmaciones.
