Autoridades competentes. Para efectos de la presente Sección son autoridades de transporte competentes, los alcaldes municipales o distritales o en los que estos deleguen tal atribución. Dicha autoridad tiene la función dentro de su jurisdicción de planear, diseñar, ejecutar y exigir las condiciones necesarias para la eficiente, segura y adecuada prestación del servicio de transporte público colectivo a través del sistema estratégico de transporte público, así como, ejercer su inspección, vigilancia y control.
