De conformidad con el artículo 4° del Acto Legislativo número 1.º de 1907, por el hecho de la reunión del Congreso cesará la Asamblea en el ejercicio de las funciones legislativas de que habla dicho artículo y de las de constituyente que señala el artículo 8.° del Acto reformatorio número 9 de 1905.
