La franquicia de que trata el artículo 1º de este decreto sólo podrá ser ejercida por la persona que en la Capital de la República, en cada capital de departamento y en cada municipio, señale por escrito dirigido al Ministerio de Comunicaciones el correspondiente partido o movimiento político. La persona señalada deberá exhibir la credencial que lo acredita para los efectos mencionados.
