Artículo décimosexto. El cambio de residencia de un vehículo se solicitará ante la autoridad competente de tránsito con la presentación d los documentos que se exijan en reglamentación posterior. En todo caso, el vehículo deberá estar a paz y salvo con el Fisco Departamental, Intendencial, Comisarial y Municipal respectivo, antes de cambiar de vecindad o residencia.
