Los Consejos Administrativos Departamentales elegirán el Contralor Departamental para un período de 2 años, que se contarán a partir del 1º de enero de 1955, y podrán reorganizar esas dependencias con observancia de lo previsto por la Ley 94 de 1946. El Contralor nombrará sus subalternos sujetándose estrictamente a la creación de empleos hecha por el Consejo o las disposiciones vigentes.
