Art. 3.° El presidente o gobernador a quien se presente algún memorial solicitando carta de naturaleza, lo examinará, i si hallare que no se ha omitido ninguna de las circunstancias requeridas en el artículo anterior, le dará curso por conducto de la secretaría de lo interior i relaciones esteriores, informando lo que estime conveniente acerca del peticionario, para que el poder ejecutivo resuelva su solicitud como lo tenga a bien. En caso contrario, esto es, si se hubieren omitido alguna o algunas de las circunstancias espresadas en el artículo anterior, el presidente o gobernador cuidará de que él reponga el memorial subsanando los defectos que se le hubieren notado, para que pueda dárselo el curso regular.
