Artículo segundo . Las escuelas de alfabetización de los Territorios Nacionales, y las escuelas parroquiales, seguirán los programas oficiales de primero y segúndo años de educación primaria. La Inspección Nacional de la División, de Normales y Educación Primaria, supervigilará el funcionamiento de dichas esceutas en su organización, normas educativas y métodos de enseñanza.
