Art. 2. o Los Hospitales de Honda y Barranquilla quedarán bajo la inspección de la primera autoridad política de la respectiva Provincia; y á ella corresponde invigilar la justa y oportuna inversión de la cantidad que se vota por la presente ley; así como dar á los Gobernadores de los Departamentos del Tolima y Bolívar, respectivamente, un informe semestral sobre la marcha del establecimiento y su administración.
