Artículo cuarto. Una vez disponibles en la Tesorería General los fondos producto de las ventas de que se trata, la Contraloría General de la República a solicitud del Ministerio de Hacienda y Crédito Público, certificará dichos recursos para respaldar la apertura de los créditos adicionales al Presupuesto, para los fines determinados en el artículo 2° de la citada Ley 22 de 1959.
