El Ministerio de Comunicaciones dictará las normas para asegurar que las redes de telefonía móvil celular que se autoricen en el territorio nacional sean totalmente compatibles entre sí y con las otras redes a las cuales se van a conectar, de tal forma que se comporten como una red única de cubrimiento nacional y su uso sea transparente para cualquier usuario.
