Artículo tercero. Los Concejos Municipales se ocuparán en las sesiones extraordinarias autorizadas por este Decreto, del estudio exclusivo de aquellos proyectos de acuerdo que les fueren sometidos por el Alcalde Municipal, o que les fueren recomendados por la Junta de Gobierno Municipal, donde dicha Junta exista.
