Facúltase a la Asamblea de Cundinamarca para que, sin someterse a las formalidades fijadas por las Leyes 4ª de 1913, 71 de 1916 y 4ª de 1931, pero consultando los intereses locales, fije los límites del Municipio de Bogotá, pudiendo agregarle o segregarle los términos municipales que le parezcan necesarios para el mejor desarrollo urbano de la ciudad capital.
