Artículo primero. El Fondo Rotatorio de Estupefacientes de que trata la Ley 36 de 1939 estará encargado de manejar los recursos necesarios para la importación de drogas que formen hábito pernicioso, la represión del tráfico ilícito y la asistencia de la toxicomanía.
