Además de lo establecido en el artículo 137, las negociaciones que el Fondo Rotatorio haga para la Policía Nacional, cualquiera que sea su cuantía, requerirán de orden de pedido, una vez se hayan aprobado la negociación por la Junta Técnica y su valor se cancelará con cargo a la reserva de fondos constituidos en el mismo. La reserva que se constituye con base en las órdenes de pedido causa obligación al presupuesto de la respectiva vigencia.
