Al que actualmente ocupe puesto de reconocedor en las aduanas, se le expedirá certificado provisional de aforador de tercera clase, el que será válido hasta el 1º de enero de 1932. De esta fecha en adelante, nadie podrá continuar ocupando puesto alguno de aforador sin poseer el respectivo título expedido en vista del examen que dispone la ley.
