En consecuencia, el Gobierno procederá a la mayor brevedad posible y de preferencia a cualquier otro obra, a organizar los trabajos de conservación y mejora de dicha vía; y las de construcción de Puerto Umbría a Puerto Así; adaptando para ello el sistema que mejores ventajas ofrezca a la Nación, por su eficiencia y economía guardando siempre las prescripciones legales sobre la materia.
