º DEFICIENCIAS DEL SERVICIO. El Estado podrá suplir en cualquier tiempo las deficiencias que se presenten en la prestación del servicio público del transporte terrestre automotor de carga en la forma prevista en la Constitución y las Leyes. Igualmente podrá intervenir en los servicios particulares de transporte terrestre automotor de carga cuando así lo requieran las necesidades del servicio o cuando las condiciones en que se preste participen de las características del servicio público, caso en el cual deberán cumplir con los requisitos que este Estatuto y los reglamentos dispongan.
