ARTICULO 2o. En desarrollo del principio de solidaridad social, las víctimas de atentados terroristas recibirán asistencia humanitaria, entendiendo por tal la ayuda indispensable para atender requerimientos urgentes y necesarios para satisfacer los derechos constitucionales de dichas personas que hayan sido menoscabados por la acción terrorista. Dicha asistencia será prestada por el Fondo de Solidaridad y Emergencia Social, en desarrollo de su objeto constitucional, y por las demás entidades públicas dentro del marco de su competencia legal.
