Artículo segundo. El artículo decimoquinto del Decreto 2012 de 1973, quedará así: "Los muelles marítimos y Fluviales Privados, debidamente autorizados deberán ser habilitados por la Dirección General de Aduanas mediante resolución para las labores de cargue, descargue y manejo de mercancías tanto de importación como de exportación, de propiedad del concesionario, que van a ser o han sido utilizadas, elaboradas transformadas en sus instalaciones o factorías"
