El Director General está autorizado para dictar reglamentos sobre la determinación de la tara en la mercancía sujeta a derechos, inclusive para establecer a este respecto tablas equitativas y justas cuando no las establezca la ley, pero en ningún caso se hará descuento por el aumento del peso o el volumen ocurrido durante el bodegaje, distinto del que fuere causado por humedad o por impurezas, salvo que éstas no suelan encontrarse en mercancía semejante.
