Art. 3. º La Corte Suprema de Justicia conceptuará, á petición del Gobierno, acerca de la conveniencia ó inconveniencia del restablecimiento de los procedimientos judiciales. El Gobierno, obtenido este concepto, resolverá sobre las declaratorias de los Gobernadores. Comuníquese y publíquese.
