Artículo decimotercero . Los títulos que se otorguen en estos colegios y los institutos que se crean tendrán el mismo valor académico que los expedidos por los establecimientos oficiales similares aprobados actualmente por el Ministerio de Educación Nacional. Así mismo se faculta expresamente al Gobierno Nacional para recurrir al crédito externo, o interno a fin de financiar las obras prospectadas en esta Ley.
