Art. 4.° Los que quieran hacer propuestas ante la Secretaria de Hacienda por el arrendamiento del derecho de degüello en uno o más Halados, podrán hacerlo. Dichas propuestas se publicarán- en el Diario Oficial y se tendrán en cuenta en la adjudicación definitiva de los remates, siempre que vengan con un fiador de quiebra a satisfacción del Poder Ejecutivo. Comuníquese por telégrafo y publíquese
