º FUNCIONARIOS COMPETENTES. La Licencia Transitoria a que hace referencia el artículo anterior será expedida por el Instituto Colombiano de Comercio Exterior, Incomex, o por la entidad que ejerza las funciones de éste, previo concepto favorable de la entidad gubernamental competente (Ministerio de Obras Públicas y Transporte, Ministerio de Minas y Energía y Aeronáutica Civil) y los demás conceptos que se requieran, de acuerdo con el organismo o dependencia y acorde con la política de importaciones vigente.
